Creation - assisting with the creation of strategies, business plans and goal achievement programs
Assessment – review and analysis of opportunities, existing structure and processes, key influencers
Solutions – identification of solutions to improve performance and business value
Support – providing support to ‘make it happen’ and deliver on intended outcomes.
Our team comprises senior staff with a range of experience, spanning both professional and commercial environments, underpinned by professional qualifications in relevant fields including CA, MBA and PhD. We view your business requirements from four key perspectives:
Commercial – does it make business sense?
Organisational – is the business appropriately structured and resourced?
Financial – will it provide the required financial returns?
Strategic – will it assist in getting the business to where it wants to be?
Organisational Budgeting
A review of an organisation’s budgeting process can identify areas for improvement in timeliness, completeness, and accuracy. The outcome of the review can then be the development of a more efficient process with established linkages between strategic and business plans, operational goals and budget development and outcomes.
Review of Industry Practices
We have worked with state government departments to conduct a comprehensive review of industry participant practices in data capture and reporting. This has included liaisons with a wide range of stakeholders to develop reporting standards that would win industry wide acceptance and adoption.
Review of Industry Practices’ Organisational Structures
We have undertaken reviews of existing business procedures and practices to enhance performance. The outcome of these reviews have led to an identification of improvements including clarification of individual roles and responsibilities, a documentation of policies and procedures, amendment of the basis of reporting and monitoring performance and the establishment of checks and controls to instil greater confidence in reported results.
Policies and Procedures Reviews
Over the last five years, a diverse range of process and probity reviews have been undertaken for a wide range of government departments and statutory corporations. The projects have been delivered under various frameworks including Partnership Victoria, alliances, sale of assets and normal procurement. They have represented complex projects with multiple stakeholders and attracted heightened levels of public interest.
Consulting
Our experience with, and knowledge of, government and semi-government tendering and procurement processes is extensive. We have undertaken process and probity roles over the last five years exceeding $10 billion in cumulative value, centred on complex processes and projects attracting heightened public interest and involving multiple stakeholder groups. We have been able to bring to these transactions the skills of a Probity Practitioner in an advisory, auditing and mentoring role, (we are on the Victorian Government Procurement Board Panel) and the application of commercial judgement and insight. We have extensive experience in complex and highly sensitive projects, not only those delivered under traditional frameworks but including projects delivered as Alliances and as Public Private Partnerships (“PPP”).
Alliancing - Establishment Audits
Pitcher Partners has extensive experience in the following processes relevant to infrastructure projects delivered under alliances:
Establishment audits – an effective establishment audit is critical in assisting parties to communicate and ensure there are no misunderstandings about which items are reimbursable and which items are deemed to be covered in corporate and overhead margin.
Ongoing financial audits for the life of the alliance – validation of costs claimed and consideration of governance requirements are critical factors in undertaking financial auditing of monthly claims, ensuring all concerns of the board and the Auditor General are addressed.
Completion audits – verification of performance based payments against Key Result Areas and Key Performance Indicators.
Financial Modelling and Analysis
Our Financial Modelling and Business Analysis team is experienced in the commercial application of complex financial modelling for better decision making within an organisation. We rely on a comprehensive business analysis framework and an established methodology to ensure we build financial models that are most importantly, commercially relevant. The core of our construction methodology is based on models that are

Our experience and services span three key areas including:
Strategic Decision Support
Financial modelling is a support tool to the decision making process. When undertaken correctly, it can help assess potential outcomes, understand and identify financial risks and sensitivities and enable decision makers to take appropriate action.

Our priority at the beginning of any engagement is to get a thorough understanding of the business and its operating environment, along with the key drivers and indicators that help provide
meaningful and useful information to decision makers.
Model Review
We focus on providing our clients with the invaluable peace of mind in knowing that the model has been rigorously checked by experienced professionals and fit for the purpose for which it has been designed.
